Suit: Geneva senior housing unsafe

The City of Geneva is suing the proprietor of two homes on Fargo Boulevard, contending they are being illegally operated as group homes for the elderly.

The homes at 1522 and 1819 Fargo do not have state licenses and do not have safety measures typically required for group homes, including fire sprinklers and an alarm system, according to a press release from city administrator Phil Page.

The city learned in July 2006 about the existence of the homes, and began discussions with the owner about making the required improvements and obtaining a state license. On Nov. 14, 2007, it issued a notice to the owner to provide evidence of the license or discontinue operations. On Dec. 4, a formal Notice of Violation was sent, instructing the owner to cease operations within 14 days.

According to the city, the homes are run by Dr. Robin Ross.

Geneva Township assessment records list the property owners of 1522 Fargo as Ross and William Horvath.

It is a two-story, four-bedroom home, and was purchased in 2007.

The two bought the home at 1819 Fargo in 2006. It also is two stories and four bedrooms.

There are no physicians listed as Robin Ross in the state's professional licensing database. There is one listing for a clinical psychologist. It is unclear if it is the same person.

The suit was filed in the 16th Judicial Circuit Court.
