Why the different approach on photos?

I read an article in the Dec. 30, "A reason to smile." The article was about the driver's license picture, new snapshot. I could see the picture of the young lady in the article with her hair covering her ears.

I wonder why, then, when I renewed my driver's license on Dec. 26, the lady in charge of the pictures at the Elgin DMV ordered me to pull out my ears and hair from under my cover. I was embarrassed by the order because several people turned around and were looking at me.

I had my first Michigan driver's license picture in 1992 and a 2003 Illinois driver's license picture with my head covered. I did not have to show my ears or hair.

Is there a new regulation to show my ears because I am a Muslim? I felt I was being discriminated against. I hope this is not so.
