Health care plan penalizes workers

I feel that it is wrong to ask the American citizens, who paid into Medicare their whole working life, to pay half the cost to fund the bill through benefit cuts. At the same time providing insurance plans to Americans (and perhaps others) who either have never paid into Medicare or choose to not have insurance even though they can afford it.

When did it become the government's duty to redistribute wealth? Why does the government want to penalize people who work hard and earn money?
