South Elgin to finance plant through IEPA loan, grants

South Elgin is planning to build a third water treatment plant with an Illinois Environmental Protection Agency loan and federal stimulus funds.

The village has approved issuing $5.65 million in bonds to pay the IEPA in order to get the lowest interest rate possible, village finance director Art Skibley said.

As a worst-case scenario, the entire project would be financed through the loan. However, the village is hoping to get as much as half of the project covered through federal stimulus grants, public works director Chuck Behm said.

The water treatment facility would be one block east of the north end of Route 31, Behm said.

The facility would finally get village well number 12 up and running.

"We drilled that three years ago planning for this eventual day," Behm said.

It would also treat water from wells 4, 5 and 7, Behm said. All are located in the north central area of the village.

Behm said he expects to receive word on grant money by fall.
