Remedy for poverty?

Your correspondent of July 27 believes Johnson's War On Poverty resulted in the current welfare state, which he says is to blame for the ills of poverty. The problem with that argument is that Johnson's policies were replaced by an ever more onerous system instituted by Reagan and ongoing to this day (to finance tax cuts for billionaires because they need the money more). In doing so, he's blaming the Democratic Party for a system created by the Republicans. Sadly, no shock there.
