How can Obama change the rules?

I wish someone would explain to me how the current White House administration can change a ruling on interrogation techniques that the previous administration deemed acceptable?

It is comparable to lowering a speed limit on a road on Tuesday and sending tickets to all the people who drove the higher speed limit on Monday.

The first black President will go down in history as the first President to destroy America and our Constitution.
