Why do we need another Wal-Mart?

Following the St. Charles example, Wal-Mart should enlarge an existing west side Elgin location at Royal Avenue and Randall Road rather than vacate it for a proposed Wal-Mart super center on currently empty land at Randall and Bowes roads. The new location would result in destroying more untouched land to be eventually vacated for greener pastures as company history has shown. Is the city of Elgin willing to let this happen?
