Why would voters refuse to sign?

At the Arlington Heights Metra station today, a clipboard-carrying crew was soliciting petition signatures to put a candidate on the ballot.

I dutifully signed, then was appalled to hear the signature-collector ask a dozen fellow commuters and be turned down each time.

Perhaps some recognized the candidate name - I did not - and found the person unworthy of even being on the ballot, but I can't imagine that to be true of more than, at most, one or two.

I struggle to understand how voter apathy can be so strong as to refuse to even sign a ballot petition!
