Substance-abuse recovery home proposed near Carpentersville
A substance-abuse treatment center is proposing to open a recovery home in a house near Carpentersville.
Northern Illinois Recovery Center LLC of Crystal Lake is seeking a special-use permit to use a house at 35W543 Miller Road as a residence for up to 30 people, according to an application filed with Kane County. The property currently is zoned for farming.
The application says the main house has six bedrooms, six full and two half-bathrooms and an indoor swimming pool. A barn on the 8.42-acre site was converted into a guest house and has two bedrooms and a bathroom.
The Kane County Zoning Board of Appeals is scheduled to hold a public hearing on the proposal at 7 p.m. Tuesday, Nov. 3, at the Kane County Government Center, Building A, 719 S. Batavia Ave. (Route 31) in Geneva.
The proposed facility would house people with substance abuse disorders and coexisting mental health issues, according to the application. It would be licensed by the Illinois Department of Human Services.
The plan is to have a 12-person staff working across three shifts. The clients would undergo criminal background checks, and nobody with a background of violent crime, sexual crime or arson would be permitted to stay there.
Residents would not have cars, according to the application.
Clients typically stay about 28 days in the center’s other facilities, according to the application. The facility would not provide any walk-in, emergency, outpatient or surgical services, nor would it act as a stand-alone detoxification facility.
Residential treatment centers are not specifically listed as allowed special uses in zoning districts. But nursing and convalescent homes and assisted living facilities are.
Kane County’s director of development and community services has ruled that a residential treatment facility is a use similar to nursing and convalescent homes and assisted-living facilities.
