Why lowercase letters on driver’s exam?

Have you visited an ophthalmologist for an eye exam? Did you notice that the eye chart has capital letters for you to view and identify them correctly?

If this is common for eye examinations by a medical ophthalmologist to test your level of vision, then why does the Illinois Department of Motor Vehicles eye testing to obtain your driver’s license have you tested with lowercase letters?

With signage on Illinois roads in uppercase letters, why isn’t the standard used by certified ophthalmologists the same in testing your vision to drive in Illinois?

I’m just curious of why the eye testing in the State of Illinois is different from by medical professionals in Illinois?
