Regarding fairness of the tax code

Mr. Blake complains in a letter May 11 that the GOP's policies help the rich at the expense of the poor. He then sites Ronald Reagan's policies.

Reagan was president in the 1980s. Since then, there have been three Republican and three Democratic presidents, so why isn't the problem solved? The U.S. government spends $1.02 trillion on 80 different welfare programs annually. How much is enough?

The writer then complains about the fairness of the tax code. According to the IRS (not the Republicans or the Democrats) the top 1% of earners (incomes above $663,000) pay 40% of all federal income tax. The top 10% pay 70%. If this seems unfair, complain to Congress since only Congress writes the tax code.The tax code is currently 6,800 pages.
