32 new townhouses coming to Carol Stream

Carol Stream trustees have approved plans for a 32-unit townhouse complex on the north side of town.

On April 6, the village board voted unanimously to support the annexation of land at 26W181 and 26W241 Lies Road, in unincorporated Bloomingdale Township, for a townhouse development called The Reserve by Pebble Nest, which will be built on 3.2 acres.

Eight two-story buildings containing four units, each between 1,853 and 2,326 square feet, will be constructed on the south side of Lies, east of Kuhn Road. In addition, an outdoor common area and a water detention basin will be installed.

“It’s consistent with the village’s future land-use plan for single-family residential development of the unincorporated parcels,” said Don Bastian, Carol Stream’s community development director.

Last month, the village’s plan commission/zoning board of appeals voted 4-3 to recommend approval of the development.

Some neighbors voiced concern to the commission about increased traffic due to the development, as well as stormwater runoff from the property, which sits at a higher elevation than the Western Trails neighborhood to the south.

“At the staff level, we felt comfortable that they had done a good job addressing these things,” Bastian said.

A traffic study, he said, indicated The Reserve would not impact area traffic operations.

Representing property co-owners Monarch Bhatt and Rupam Patel during the April 6 village board meeting, attorney Rich Guerard said rainwater falling on the site would go into the detention area and would not adversely affect neighboring properties.

Before the annexation, Bastian said, the property was not required to comply with county stormwater regulations.

“It is going to make it much better for all of the adjacent homes,” said Adam Frederick, Carol Stream’s engineering director.

Patel said each building will take between six and eight months to construct, and the project is expected to be completed by the end of 2028.

On May 11, the plan commission is tentatively scheduled to hear a plan for another townhouse complex at 575 Lies Road, the former Hahn Farm property.

Kailasha Developers has proposed The Enclave at Carol Stream, a 32-unit development directly east of Jan Smith Park. The plan calls for the construction of seven buildings with three, five, or six townhouse units.
