Bogus ICE reasoning

What is so special about Trump's Storm Troopers that they get to wear masks, no identification and can just break down a front door and storm into a citizen's home with no judicial warrant. All municipal police, state police or FBI officers are not allowed to wear masks, must have ids so that a citizen can identify who they have communicated with. Trump contends ICE agents must hide their ID so as to protect their family members. Why could not all law enforcement officers make the same argument?
