Maybe donor states should be withholding

According to USAFacts.org, three states (California, New York and Illinois) contributed about 34% of federal tax revenue in 2024. These same states contributed more tax revenue than they received in federal disbursements (CA -$275.6 billion, NY -$76 billion, IL -$63 billion) … over $400 billion in one year.

There is talk of withholding previously appropriated funds to these states because they harbor “sanctuary cities.” Maybe these states should withhold tax revenue from the feds. Eight of the top 10 states that rely the most on federal grants are red. How would they react if retribution came their way?
