Racing accountability needed

With the recent shortcomings of the Illinois Racing Board with the lone licensed/state-regulated standardbred racetrack in the State of Illinois by having no systems, methods and controls in place, horse people throughout Illinois and other states are left with millions in not only multiple bounced checks, but also “on-track” accounts they cannot access due to no funds in the banks to draw on.

Who will be held accountable in the end whether it be the Illinois Racing Board, the last licensed and state-mandated pari-mutuel racetrack or the standardbred horsemans' association representing everyone?
