Arlington Heights taps former Antioch, Niles official as new economic development chief

Arlington Heights’ new economic development manager is Kim Biederman, who held a similar role in Antioch, was once an elected Niles village trustee, and headed a number of civic and nonprofit organizations.

Biederman fills the position long held by Michael Mertes, who spent a dozen years in Arlington Heights until he left in August to become economic vitality administrator for the village of Oak Park.

As economic development manager, Biederman is the key Arlington Heights official leading business attraction, retention and expansion efforts in the planning and community development department.

She’s tasked with conducting research and analysis on market trends, real estate data, business conditions and regional economic activity. She also oversees administration of village economic development tools, including tax increment financing districts, Class 6B property tax incentives, tax abatement programs, and a zero-interest loan program.

Before her recent hiring in Arlington Heights, Biederman was Antioch’s business liaison specialist since late 2024. She previously served as executive director of the Niles Chamber of Commerce and Industry for two years, the Publicity Club of Chicago for five years, and the Chicago Area Public Affairs Group for eight years, according to her LinkedIn profile.

She was on the Niles village board from 2003 to 2009, and the plan commission and zoning board of appeals from 1996 to 2003.

“Kim brings a unique blend of leadership, community engagement, and business development experience to the village of Arlington Heights,” Village Manager Randy Recklaus said in a hiring announcement. “Her collaborative approach and proven ability to strengthen local economies will make her a valuable addition to our team. We are thrilled to welcome her to Arlington Heights.”
