Man charged with multiple felonies after suspicious chemical delivery near Elgin
A man is facing 36 felony counts after explosives and bomb-making components were found last week at a home where he used to live near Elgin.
David Minard, 46, has been charged with 12 felony counts each of possession of explosives or incendiary devices, 12 counts of possession of explosive materials without a license, and 12 counts of manufacture/possession of bombs or grenades, according to a press release from the Kane County sheriff’s office.
The sheriff’s office bomb squad responded on Wednesday, July 17, to a home on the 9N800 block of South Leland Court near Elgin to investigate a report that chemicals had been shipped to the residence by the homeowner’s son.
The homeowner told authorities that Minard, who previously lived at the address, was responsible for a shipment of ammonium nitrate to the home.
Minard was called to the scene and cooperated with authorities who spent Wednesday through Thursday evening at the address testing and securing a cache of materials, including hundreds of suspected explosives, explosive precursors, chemical equipment, devices and bomb-making components.
The sheriff’s office worked with multiple local and state agencies as well as the FBI, ATF and Homeland Security Investigations during the investigation.
In 2016, Minard pleaded guilty in Kane County to possession of an explosive or incendiary device and was sentenced to 180 days in jail and four years of probation, according to court records.
