Elgin man accused of forgery, theft related to dissolved homeowners association in Bartlett
An Elgin man faces forgery and theft charges alleging he continued to operate a homeowners association for the Bartlett Town Center Lofts condominiums in Bartlett after it dissolved.
Bartlett police and the Cook County State’s Attorney’s Office charged 50-year-old Scott J. Sutter with the Class 3 felonies on June 24.
The charges stem from an April 2 complaint of multiple code violations at the condominium complex on the 200 block of South Main Street without a response from the homeowners association.
Police said they later learned the association had been dissolved in September 2023 but was still collecting dues from numerous owners.
Following their investigation, police accused Sutter of maintaining exclusive control over the homeowners association bank account and misappropriating funds for personal use.
Sutter also filed documents with the Secretary of State’s Office identifying two individuals as corporate executive officers without their knowledge or consent, police allege.
He was released from custody June 27 and is scheduled to return to court Aug. 1 at the Cook County courthouse in Rolling Meadows.
