Who are these evil USAID workers?

The Herald reported that Elon Musk “has called the agency (USAID) a criminal organization that needs to die.” The Herald also reported Musk calling those in USAID “worms.” I am wondering who these evil folks are.

Is it those providing medical supplies and medical assistance in Ukraine? Perhaps its USAID workers helping people worldwide to locate and remove land mines. Surely it’s not those flying to a catastrophic natural disaster to help. Could it be those supplying food in Sudan to a starving population caught between the slaughter of anyone in the path of two warlords?

Might it be criminal to Musk to help those living in areas of extreme drought to create access to clean water or to give AIDS antiviral medication to mothers in Africa for their newborns?

I find it strange that since John F Kennedy initiated USAID, there has been bipartisan support from both the Congress and every president until now.
