Mixed priorities

Why is the secretary of state spending time, money and resources to redesign the state flag rather than advancing legislation to stop mandatory driving tests for seniors? I guess appeasing a handful of vexillologists and vexillographers is more important to our tone-deaf elected officials than listening to a majority of their constituents.
