Incarcerated man charged in 2022 killing outside Waukegan apartment complex

An inmate serving time at Vandalia Correctional Center on weapons charges now is facing murder charges stemming from a 2022 shooting outside an apartment complex in Waukegan.

Anthony Gallegos, 22, was one of three men accused in the July 19, 2022, shooting in the parking lot of the apartment complex on the 2400 block of Samson Way, Waukegan police said.

The victim, Alvaro Ruiz-Casillas, was walking to his vehicle when another vehicle pulled up next to him: Two men inside the car opened fire on him, and a third exited the vehicle and started shooting, police said.

Ruiz-Casillas suffered more than 40 gunshot wounds, police said.

A vehicle connected to the shooting was recovered in a rural area near Beach Park and was searched for evidence by detectives.

Waukegan detectives, assisted by the Bureau of Alcohol, Tobacco, Firearms and Explosives, were able to identify multiple suspects, including Gallegos. A warrant was issued late last month for Gallegos; he was indicted on first-degree murder charges July 31.

Gallegos is in prison after being convicted on separate weapons charges in Lake County.
