Village dragging feet on solar approvals

It is becoming more obvious that changes are needed urgently to supply clean-energy needs. Nothing is cleaner than solar panel use, yet the village of Arlington Heights stalls on approval of solar installations. I have a friend who has an installation on a south-facing roof installed many months ago. Yet the village has not permitted a turn on. There are probably others in Arlington experiencing this uncalled-for long delay.
