Might as well pay city upfront

It seems to me with all the speed cameras, parking violations, entertainment and sales taxes, and other fees imposed on people visiting Chicago and living there, wouldn't it be easier to just have everyone who visits the city pay $100 upon entering the city limits, and then city residents could be mailed monthly bills. Or if you are a regular visitor or live there just put on autopay like a utility?

Apparently they are in such need for your money why not just volunteer up front to pay rather than getting stun with the Chicago way.
