Is roundabout needed?

A recent article talked about Schaumburg conducting a feasibility study for a roundabout at Braintree Drive and Weathersfield Drive. They said it could save four to five seconds when at that intersection and reduce accidents. They spoke nothing about traffic or accident counts to allow us to know how many people per day could save all that time or how many accidents could be avoided. Given the number of people who I witness not stopping at stop signs, I question whether those using that intersection would realize the time savings. The whole intersection was just rebuilt a couple of years ago, why does it need reconstruction so soon?
