A parenting question

During a discussion on crime, Lake County States’s Attorney Eric Reinhart shared the importance of the beginning of the story. He stated it’s “disturbing” that seven out of 10 students start school already behind. Simple question I have, “who’s responsible for getting kids school ready before they arrive to begin their journey?
