Make a plan first

Robert Pape's analysis is correct. (CNN Opinion) Our traditional support for defense of Israel requires joint U.S. and Israel agreement on a political and physical recovery and rebuild plan to be created and published before expanding military activities in the region. That would discourage the birth of more terrorists and enable the formation of a temporary then permanent Palestinian truly representative government focused on specific objectives urgently needed to end the current suffering from poor planning in a terrorist-exploited population.

This solution should end costly military funding and sole reliance on war to bring peace.
