Letter: Is law just harassment?

Someone explain this to me. How is the state of Illinois going to enforce the gun registration and arrest people for non-compliance if they don't know who has the banned weapon?

If they do know who has the banned weapon, why must people register them then? Is the registration just to harass the gun owners?
