Letter: Politician's backup plan?

Rep. Garcia waited until after his reelection to announce he was running for Chicago mayor. Is this his backup plan should he lose the mayor race and keep a taxpayer-funded job? If he did, win then they will have to appoint someone who the voters don't know. Isn't this the same thing Mendoza did when she ran for mayor and comptroller at the same time?

There should be a law that you can't run for another office other than your own without resigning your current position.
