Illinois making it harder to file income taxes

What in the world was the Illinois Department of Revenue (aka JB Pritzker and the Democratic legislature) thinking when they changed the tax filing regulations to only allow online filing if you have a My Tax Illinois Account?

Have any of the geniuses involved with this change tried to open an account, especially after having moved since filing their most recent tax return?

Here's how it goes: My Tax Illinois home page lets you know you can't file without an account and directs you to another page to sign up for one. After entering some identifying information you are notified that you cannot open an account without a Letter ID, which is received through the mail. You are then directed back to the home page where you can request a Letter ID and where you are advised that the ID will be sent to the address filed on your most recent tax return. Then you are advised that if your address has changed you are out of luck and cannot create an account to file your taxes online.

Talk about going around in circles! I guess there will be a lot of tax filings through the mail in Illinois this year. How productive and efficient! Once again the state of Illinois has thrown a wrench into a perfectly fine operation. How typical for Illinois.
