Commission is possible

Recent comments by Illinois Democratic legislators that the Illinois constitution prevents the use of an independent commission to draw new legislative district maps are incorrect. While it is true that there are constitutional concerns with giving an independent commission the authority to pass a map on their own, there is nothing preventing the Illinois legislature from seeking a recommendation from an independent commission and passing that map. Further, if Democrats like Welch have concerns like minority representation, this can be accounted for in the instructions for the commission.
