The actual guidance

Elk Grove Village's mayor, Craig Johnson, appears not to let the facts get in the way of his pompous proclamations. According to the Daily Herald, along with announcing the plans for staging free concerts this summer, at which masks will not be required, he stated guidance from the Centers for Disease Control and Prevention said fully vaccinated people could gather indoors without masks or social distancing.

As of April 2, the CDC guidelines state: "We're still learning how vaccines will affect the spread of COVID-19. After you've been fully vaccinated against COVID-19, you should keep taking precautions - like wearing a mask, staying 6 feet apart from others and avoiding crowds and poorly ventilated spaces - in public places until we know more."
