Missed opportunity
How is it that the owners of the Rivers Casino, Churchill Downs Inc., can be seeking approval for an $87 million expansion of that facility along with a license for gaming in Waukegan without the Illinois Gaming Board or Gov. Pritzker or other politicians saying to them, "We'll agree to consider the expansion in Des Plaines and your desire for the Waukegan license only if you agree to keep Arlington Park open and viable for the foreseeable future"?
It sure seems like a missed opportunity to exert some pressure and leverage on Churchill Downs to keep the racetrack open, especially since they lobbied for years to expand gambling to the track then bailed on that idea.
Why are they being rewarded for closing Arlington?
