Examine both sides

As I read articles and watch TV, the "experts" all seem to want more spending. I'm reminded of an old IBM commercial involving a catapult and bags of money. So I ask, which came first, food deserts or harassed, burned-out grocery stores? Bad schools or destructive kids? Police harassment or high crime? Poor test scores or low expectations? Poverty or government assistance? Fatherless homes or welfare? Class envy or EEOC? The chicken or the egg? I don't assess any blame, but I do think both sides have to be examined to remedy the problems.
