Asking why

Here's a question for Gov. Pritzker:

If grocery stores are open, liquor stores are open, drugstores are open, Home Depot is open, all with close contact, wearing masks, why can't other stores like Kohl's, like Sears, salons, gyms, restaurants and all others where the same types of contact occur open? Why can't Illinois" legislature open? Why are you dictating such oppressive measures when citizens are smart enough to be prepared and mask, socially distance, do whatever they know is necessary to remain safe?
