The flat-tax facts

A letter in the April 25 Daily Herald claimed that Illinois had a graduated income tax before our current flat rate tax. This is just not true. Illinois had no income tax before the current flat rate tax was enacted in the 1960s and has never had a graduated income tax. While everyone is entitled to their own opinion they are not entitled to their own facts.
