Restoring rights?

I read in this morning's Daily Herald that our governor has expunged over 11,000 pot convictions. He stated that he is "restoring rights to many tens of thousands of Illinoisans." Back in 1977, I received a speeding ticket on Interstate 90 near Elgin for going 72 in a 55 mph zone. Since the speed limit on that stretch of Interstate is now 70, I am wondering if Gov. Pritzker is interested in expunging my speeding ticket in the interest of "restoring my rights"? I guess illegal is fungible term.
