The attempt to commit a crime is still a crime
Even though a crime has not been consummated, such as a murder or robbery, it is still considered a crime. A perfect example is our former Gov. Blagojevich. He attempted to sell Obama's Senate seat. The transaction was not completed, but he was still found guilty and was sentenced to 14 years in prison.
What Republicans and Trump followers fail to understand is that the act or attempt to use a political office in an attempt to withhold military funds in lieu of gain is considered quid pro quo. The fact that he withheld the aid for two months in itself is evidence.
Furthermore, seeking negative information from a foreign leader against an upcoming political opponent is unconstitutional.
Mr. Taylor has served under both parties as have several of the witnesses in this impeachment procedure. It is not about party affiliation nor the upcoming election, it is about an oath taken when accepting to honor the Constitution and the people there in.
