Tollway promises

Regarding your editorial about highway robbery, I remember that we were promised that in 20 years the tollways would become freeways. Instead they have become more expensive. It's hard to believe, but do you think that someone was lying to us? We pay higher gas taxes than in neighboring states whose interstates are free with the exception of the Indiana Tollway. Interstates originally were to be built paid for by 90% federal funds and 10% state funds. So why do we have interstate highways with tolls?
