How things work

Let's see. It's been reported that as of May this year, the Senate has taken no action on 100-plus bills passed by the House since the last election. Apparently, they don't have to bring these bills to a vote and Republican leadership seems OK with this.

The Senate decided not to vet Obama's nominee for the vacant seat on the Supreme Court. Again, they stonewalled and it presented no problem for Republican leadership. So, why is Republican leadership up in arms over the House refusing to take a full vote on the Impeachment Inquiry?

My understanding is that the House is not required to do so. Shouldn't Republicans just suck it up and move on? Isn't this how things work in Washington?
