Why exempt Congress?

I just recently learned that the Freedom of Information Act (FOIA) does not apply to Congress or the courts. Why is that? Why is Congress hiding from scrutiny? Why does Congress routinely exempt itself from the laws they write for everyone else (like Social Security or Obamacare)? This is elitism at its finest. Do you want to be ruled by an elite class? That's what Congress has become. Please write your senator and representative to change FOIA so it applies to all branches of government and not just the executive branch.
