Return to paper ballots

Would not returning to paper ballots for the election of the top offices of president, Senate and the House and perhaps governor do much to allay the fear of domestic and foreign hacking? Oh, that is, except for biased election judges. Recall Josef Stalin's quote, "It's not the people who vote that count, it's the people who count the votes." Even so, though more labor intensive, it seems to me paper ballots would be more protective of our democracy.
