Tick awareness?

In the photo in the June 10 edition of the Daily Herald, Section 1, Page 3, why are several of the Cub Scouts wearing short pants while standing in a grassy field in the Kettle Moraine State Forest in Wisconsin during a safety demonstration? Have the Scout Leaders not heard about ticks?
