Rwanda, Uganda trade claims over treatment of refugees

KIGALI, Rwanda (AP) - Tensions have risen between Uganda and Rwanda over claims of spying, forced repatriation and torture.

Uganda has accused Rwanda of sending people to hunt down and repatriate its own citizens, some of them registered refugees. Meanwhile, some Rwandans accuse Ugandan security agents of torturing them under suspicion of being spies.

The East African neighbors' top officials met last month to seek calm while some cases make their way to court.

More than a month after he was allegedly tortured by members of Uganda's secret service, one Rwandan citizen is still limping from his injuries. He tells The Associated Press he was arrested by security agents after visiting his son at a Ugandan university in December and accused of being a spy.

Uganda's army spokesman declines to comment on such allegations.
