An inept president

Surely congress has to say enough to this POTUS for his obnoxious behavior to the people of Puerto Rico. What kind of man would make such statements to those poor people that "you have upset our budget" and slam the mayor who was begging for less red tape and more visible help. This man is such an inept POTUS. When will Congress impeach this guy?
