Deal leaves out reform

We can swallow hard and abide by an income tax increase that will address the state's chronic fiscal issues, such as runaway pension payouts. The vote to increase income taxes by one-third, however, ignores those issues altogether. There is no incentive for the state legislature to get serious about reform and every reason to believe this will happen again. Who will be left to subsidize future increases?
