Let's try incentives

Since the people do not seem to want the suggestion of free toll lanes with three occupants, I suggest it may be more popular to arrange a system whereby taxes are reduced for the two-rider cars and for the employers. Tax incentives might be more appealing. The toll booths could record the identities of two occupants and the driver could receive a credit through his or her employer.
