Why make Chicago a haven for bad guys?

After Trump statement that he was going after the illegal immigrant bad guys, gangbangers, drug dealers, murderers, etc., did I hear that Rahm Emmanuel say that Chicago will always be a sanctuary city and to have no fear?

Why doesn't Rahm just put up a neon sign with an arrow pointing to Chicago saying "All you bad guy illegals, gang bangers, drug dealers and murderers, etc., just come to Chicago your safe here." Or maybe San Francisco, New York can take some of the pressure off Chicago?

Thanks Chicago, the rest of us not living in those cities will be happy that you have accepted that responsibility. Rahm did you possibly ask your responsible citizens, legal and illegal, if they are interested in living in a place that is advertising. Maybe they should start living in fear and it is not from being deported.
