Get law breakers' attention

There are no fewer drivers operating cellphones while driving since the 'law' was enacted prohibiting it. Obviously, the message is a bit clouded. How about six-month license suspension for the violation? Do you think that that would be attention getting to the violators? Also, how many bicyclists have been ticketed for blowing stop signs and red lights? Try, a big zero! And so it goes.
