GOP balanced budget, not Clinton

Bill Clinton's main claim to fame is that he was only the second president in the history of the republic to be impeached and while I disagreed with the Republicans about the process, history will still record that embarrassment as his legacy.

Presidents have nothing to do with surpluses or deficits. The president can propose any budget he likes, but it's up to Congress to pass or reject it.

In Clinton's case, both houses (Senate and House of Representatives) were controlled by Republicans and they made a mockery of Clinton's $300 billion deficit and proceeded to provide surpluses for the next eight years until 9/11.
