Report: Emanuel changes mind, welcomes federal investigation

Chicago Mayor Rahm Emanuel said Thursday he "welcomes" a U.S. Department of Justice investigation of the Chicago Police Department, the Chicago Sun-Times is reporting.

On Wednesday, Emanuel had said an outside investigation was 'misguided,' according to the Sun-Times.
